I don't know how to do it the "blogspot official" way (lol), but if you do into your HTML and edit the post, you can add <hr> to add a horizontal line. HTH!

Is it an image? I'd just insert the image where it's suppost to go.

The only thing that I can think of is if you go into Settings - Formatting and then way at the bottom there's a box called Post Template, if you enter in an image code in there it will add that image automatically to the bottom of each of your posts.

I don't know of any other way you could do it.
