Tea Party craft or game ideas?

Sophia wants to have a tea party themed birthday party, there will be about 9 girls invited, the party will be from 1:30 until 4. I am planning on making little finger sandwiches (cucumber, tuna salad, jam) and cut up veggies with some dip. There will also be juice, cupcakes and some small cookies. What I need from you ladies is some ideas for games, crafts and stuff to put in a goodie bag that isn't to expensive and goes with the theme! Any and all suggestions welcome!
 
My DD attended one of these a couple of years ago. The first thing they did was to decorate some of those big hats with flowers that they glued on. They used Elmer's or whatever and then there was a mom that went around after the girls moved on to something else and she hot glued them on. They played a version of Simon says but used "Miss Manner's Says." They did a foam tea pot and cup craft where everything was cut out and they just had to glue things on to decorate them and then put a magnet on the back to hang on the fridge. Have fun planning your party!

A Special Welcome to Your Tea Party
Upon a arrival escort the girls to a "dress-up" room.
Where they'll find dresses, shoes, hats and of course white tea gloves to wear during the party. Add hint of blush and lipstick and the girls will be ready for their special party.

Set the Table Please
Although tea parties are generally calm ands little girls are on their
best behavior. We suggest a little physical activity to let loose those
little girl sillies. this game will do the trick!

Place an X on the ground/floor to establish a starting line.
Proved a Kid-sized table a reasonable distance away from the "X".
If you don't have a table, a cloth covered box with do.
Gather a proper tea setting; plastic tea cup, saucer, tea pot, spoon, sugar bowl, creamer, dessert fork etc. Place all of the items into a box or basket and place at the starting line marked "X". All of the girls will begin at the starting line. When you say "Go!", one player at a time will quickly bring a piece of the place setting to the table and return to the starting line.
Then the next player takes turn and so on ,until the table is set. You may want to establish a time limit to add to the excitement. It's important that no breakable or sharp objects be used.
Kit's Tip: Consider drawing a setting guide on a paper placemat. Place it
on the table for the girls to follow.

We had a daddy-daughter tea party at Church last year near fathers day - it was a total hit! We found small white tea pots at a restaurant supply store for about $1.50 each and the girls (who were between 3-8) decorated them with vinyl princess stickers we found at the dollar store. The pots were reusable of course, and the kids loved to decorate them (but the stickers could come off if they wanted).
if you can get a bunch of big over the top hats with flowers on them you could play musical hats (just like musical chairs!)
Because it was a daddy daughter day we did portraits (okay, I did portraits) of the daddys and daughters with big draperies and a garden bench and lots of flowers. It was SO cute. You could do tea party portraits and have the girls decorate photo frames to put the photos in when they are ready.
