Cutting circles/waves in PSE?

I am a digiscrapping novice and can't figure out how to cut circles or wavy lines in PSE. Please Help!

I usually just use the Cookie Cutter tool. Once you select that tool, open the drop-down menu and it has many different shapes you can choose from. If you need screen shots, let me know.
