changing color

You can use the Hue/Saturation slider which I believe is under the 'Enhance' menu in PSE. I have a tutorial in on my blog here. The screen shots use a paper but it could also work for elements.
 
I find the easiest way in PSE is this....

on the top toolbar go to enhance--> adjust color---> color variations

I like it best because you can be very specific in the amount of change that you make.
