I don't know what type of machine you have (PC or Mac) or type of phone, but I would probably look into a solution which would provide an easier way to transfer your photos to your computer so you don't have to bother with a conversion. If that's not possible, simply placing your unconverted photos onto your canvas set at 300 DPI within your program will automatically convert them for you (the raw number of pixels is finite, so the DPI is immaterial). This would eliminate the conversion step for you when you're using photos to scrap with.
It's pretty easy to create actions that resize in batch in PS. I think you mentioned in another thread you use PSE, and I'm not sure if is a feature of that program.
