Perfect gift for the Elf on Shelf to bring!
I printed the cookie wrap, cut and attached the hat and name strip. Then used a clear party favor bag, cut it to size, filled with miniature Oreos. Wrapped the cookie wrap around the bag and attached at the top with the built in flap.
