PSCS3 Help please

Why is it that when I have multiple files open in my CS3, if I am working on one image/file and I use the view larger/smaller tool, ALL the images I have open respond to the tool... not just the one I'm using... ANOYING! Any ideas why it's doing this?

If you have the zoom tool selected, there should be a tool bar that appears at the top of the window. Is Zoom All Windows checked?
