help with PSCS2: I can't get it to open

Suddenly, I'm getting this message:

I'm using Vista 64 bit. When I try to run it as Admin it won't open .png or .jpg with a double click or drag 'n drop like it used to. So that really isn't helpful.

Any idea what I should do. I went to the file and it is NOT locked. Or maybe I'm looking in the wrong place.

It's been working fine for months. I don't get it.

Try deleting your Preferences file. Hold down Ctrl + Alt + Shift while starting Photoshop and it should pop up a box that asks if you want to delete the file. Choose yes.
