I use PSP9 and wanted to know how can I cut papers all frilly like wavy etc. hope this is not too confusing

I use PSP XI so I do not know if it is much different but the way I do it is to find a template in the shape I want it to be and put it under the layer I want it to cut then select it with the magic wand and hit cntl+shft+I (to invert the selection) and hit delete. There is also an action which does this mostly for you but Im not sure what programs it is good for. Nikki(NikkiARNGwife) gave me the link for the action Ill see if I can find it for you

Do you have some sort of template? If so, lay the template in a new layer on top of your paper.
Then, use the magic wand to select the template. LEAVE THE SELECTION THERE. Now click on the lower layer (your paper) in the little sidebar so it's the layer you're taking from.

Hit control+c to copy. It will copy the selected portion, but it will copy it on the lower layer. Then, go to your layout, hit control+v to paste the wavy paper, and adjust as you'd like.

If you don't have a template, you'll need to make one. Just open up a new page in a decent size (my standard is 12x12, 300dpi). Spill a solid colour across the page. Then, use a different colour to draw your waves with one of the brushes or pens. Now cut it to the area so just the part within the wave is selected... and viola! You have a template.

I hope that explained it at least somewhat.
