I saw this in one of the layouts.... it looks like 2 papers on top of each other. The top paper is "erased" with what it looks like a sponge, revealing the bottom paper. It's definitely not the eraser tool in PSE11 - I tried and definitely couldn't obtain the look. I'm attaching a sample for reference. Beigge paper is on top and being "erased" revealing the flower paper. TIA for any advice.

I'd try adjusting the opacity of the eraser brush. ;) Or they used paint or such clipping masks and clipped the patterned paper into it. Hold on, there's a tutorial for it that I can get you.

It looks on the particular sample you posted someone clipped the paper to a mask or brush (if the mask/brush isn't black, it reduces the overall opacity of the clipped paper). Alternatively you can adjust a blend mode (e.g. multiply) which would produce a similar effect as well.
