Does anyone know what kit was used for this:

It looks like a Megs (Flerg) kit. But not sure if it is one or multiple.

I'm not sure if the candles or balloons are from that kit too though.

Candles and balloons are from KCB & Flergs' kit. The preview doesn't really show the candles, but I looked at the kit in my stash to confirm. :)
