Well first of all there is portraiture which is a plug in that costs $$ and does it very quickly and many use it professionally. Since I'm pretty sure you are not wanting to invest in that unless you do a lot of this...

add a layer, select a soft round brush set to 20% opacity, select a color of your skin near the shiny area. Paint on the color slowly to matte the area. I usually go a little heavy and then reduce the layer opacity later.

I do this all the time for shiny noses in my studio!
