Colors, theme, a variety of elements (much as I love good flowers, I don't use them much on pages about my sons because 1 of them hates when I do), something that "fills a hole" in my already large collection of kits or that will replace a favorite kit I've used many times.
After that it varies depending on whether I'm going to use it primarily for Project Life or non-PL pages. For the former I like journaling cards, but I think I'm in the minority wanting them to actually be for journaling on. That's more important to me than cards that are already filled with quotes and elements.
I've noticed I don't buy a lot of "feelings" kits. I don't know how else to describe them, LOL...kits to make a page about how much you love someone or about overcoming hard times or meeting goals. I'm more likely to scrap events, outings, school pages, birthdays, siblings, playing, hobbies, seasonal pictures, etc. I also buy a lot of PL/everyday life kits.
