I would put modge podge on the backs of the papers as the kids add them. I would not cover the whole chair with the modge podge right off - it will dry in some areas before you have a chance to stick something to it I think. If you start to layer stuff too much, I'd stop and let everything dry well before starting to add more.
Try using a squeegee/scraper/straight edge tool to really get the papers adhered to the chair and to smooth out bubbles trapped under the papers. This will also move some of the adhesive out from under the papers so that it dries more quickly. You can wipe off the excess with a damp paper towel before it dries.
