Ooooh, I can help! I use PSE6!

When you finish your layout, save it one final time, then flatten it (CTRL+SHIFT+E). This will make your file size smaller to start with.

File - Save For Web - if a window pops up saying something about it being too big, just hit Yes to continue.

Set the "New Size" dimensions for 600 x 600 (constrain proportions), and Elements will automatically save it at 72 dpi, which is the right ratio for internet viewing. Make sure the "Preset" is JPEG High.

Save and upload. I've never had an issue with my uploads being too big when I do it this way.
