When you finish your layout, save it one final time, then flatten it (CTRL+SHIFT+E). This will make your file size smaller to start with.

File - Save For Web - if a window pops up saying something about it being too big, just hit Yes to continue.

Set the "New Size" dimensions for 600 x 600 (constrain proportions), and Elements will automatically save it at 72 dpi, which is the right ratio for internet viewing. Make sure the "Preset" is JPEG High.

Save and upload. I've never had an issue with my uploads being too big when I do it this way.

Yes, this, and if by chance they are still too big, here's how to fix it. In your "save for web" window, just under the "help" button (to the right), there is a little arrow. Click on it and it will say "optimize to file size". Click on that and just put in "150" and click "OK", then "OK" again on the main "save for web" window to save it.
