For a 1 year old, the closer the costume is to "regular clothes" the better the chance of your baby wearing it without protest. None of my kids would let me put anything on their heads at that age, either, and things like wings probably wouldn't have gone over well. If she liked the tutu, that's probably a good way to go. By age 2 all of my kids had an opinion on what they wanted to be/what characters they liked, so this may be your one shot to dress her as whatever you want.

My oldest was Mickey Mouse for his 1 year old Halloween. The costume was basically like sweats with the ears on a hood, but we just didn't use the hood and it was fine. My middle DS was Bob the Builder in overalls and a plaid shirt wearing a tool belt he already had and liked to wear. My DD was a princess in a dress and leggings.
