Divide your page into thirds. Keep your journaling in the first third, your photos in the second third and your elements/clusters in the last third. Some minor overlap is ok, but your layout should obviously be split into thirds using the guidelines.
It doesn't have to take up the ENTIRE page, does it?

I'm not the boss, but since the guidelines doesn't EXACTLY say it has to take up the ENTIRE page, it doesn't have to take up the entire page. I hope I make sense.
