Since these are fairly regularly occuring events, I'd call CPS. If those kids get hit by a car or disappear how will you feel? Do you know any mandatory reporters who could observe the situation themselves? They may be able to help you stay anonymous and get attention from the right people. Since you are neighbors she may suspect you anyway, so you be extra careful.
