Letting her pick dinner and movie is a good idea. I like the idea of a fun photo shoot with her posing with TP, sanitizer, etc with goofy expressions. That would be fun. You could give her birthday coupons to be used when restrictions are lifted i.e. picking out a special gift later, a girls afternoon with her friends, etc.
