Very first, I open my photos to figure out what ones to use. Next, it's template and papers.
For elements:
If the page/template needs flat ribbons, I open those first. Otherwise I open all the flowers first and narrow it down, placing them on my layout. Then I open greenery and narrow that down, but don't put them on yet.
I'll open themed elements next, narrowing them down and placing them on my layout. If I want a button, it goes on now.
Then I add my greenery.
Next are string, stitching, paint, scatters (basically in that order).
then it's usually word art or a title/alpha and journaling last.
