I will NEVER be caught up.... LOL My Annual goal is always to keep up with the current year so I can try to fill in the blanks on things I am behind on as I have time. I have never been able to completely follow through, however the past two years I have done a pretty good job, and got close to completing this goal (which makes it easier in the new year to go back and fill in the blanks).
With that said, this year I am pretty stuck.... my only goal at the moment is to get organized. If I at least match my photos with the kits I purchased for them, and keep my notebook up to date with any 'major' journaling I want to include on pages so I can add it to pages later, that's good enough for me for now. That way, when I FINALLY get the urge to scrap I can easily pick something and get right to it.
