Save for web question!

Hey everyone I am back from yet another break (this time with a brand new laptop so I better not be forced into another one

) and I have been trying since yesterday to figure this out, but WHAT IS UP WITH SAVING SMALLER IMAGES IN PHOTOSHOP?? Like no matter what settings I use any time I try to save a 700x700 image for the gallery it becomes annoyingly bad quality.

I've tried the Save for Web Legacy and messing with everything in there and nothing I do is helping it save better. Is there any work around for this?
