Default Animation programs?

Past making things like gifs.. but I'm not really sure what exactly is needed lol..

Connor is obsessed with making these little cheesy animations on his ds (I don't even know how he does it tbh I'm sure it's something simple but I've never watched him)-- he's getting a laptop for christmas from bf's mother & I want to find him a good program so he can learn how to.... properly do things. He has basic knowledge using PSE so I'm not super concerned about a learning curve/difficult program. I guess he could just use photoshop but I'm just curious if there's something better. Animation isn't my area I can make blinkies.. but , you know, that's not what he wants LOL

Is Image Ready still around? Came with ps cs2 back in 06 when I first got it. Wasn't hard to use at all. That's the only one I even know of, so that may not be much help
