Well how to size them depends totally on the size of the project you're doing. You need to know the dimensions of the final product, and then figure out what size you want the elements.

If you want to print them on 1 sheet, create a new document the size you want to print, and just drag and drop the item you want printed onto that file. Then just rearrange things to make sure nothing gets cut off or is overlapping anything else. If you want to print on 11x14 then create an 11x14 document and have it printed that size.

I just make a 5 x 7 canvas in my photo editting software. Design the card by placing the elements where you want them in real life. Then move the elements to the canvas that is sized for print out (don't resize your elements, keep them the same as they were on the 5x7 card).

Does that make sense?

I use PSP9 also and whenever I print, if it is 5x7 I would have the Resolution set to 300 dpi's AND set it to 5x7 Inches (which would be 1500x2100)....
