I don't consistently do it one way or another. It depends on the page. I will say that my photos, titling and journaling are last (in that order).

Depends on the layout. Usually papers first, but if I know I'm going to do a lot of clustered elements, I'll do those first, then see which paper behind it looks best.

I usually do pictures, papers, then elements. Sometimes I end up doing papers first...it just depends. =)

My default is paper first, but I've also--for some weird reason--gone ahead and started clustering and whatnot and then before I realized it, had a layout on my canvas with no background. I've also started with the paper, did the whole page design, and then spent eternity changing up backgrounds and stacked papers because I couldn't decide which to choose.

... yes, I make life difficult for myself

Definitely paper first, though on occasion I might already know which elements I want to put on before I pick the papers...

I do the papers first, then the elements, then I go back and switch out the papers and see if there's combos I like better now that everything is there.

It doesn't sound like the most efficient way to do things now that I said it.

Always papers first, usually patterns before solids, then elements, title, journal and pics. Or sometimes I'll put the pics in before the title and journalling. Depends on my mood, I guess, lol. Of course, this is when I'm using a template. If I start from scratch, I'll use the blank canvass an the shape tool to determine the paper and photo layers, then clip the papers, embellish, title, journal and pics.
