Deleting Off Page

Is there a way to delete whatever is off the page in an action or something? I don't know what I'm doing wrong but I always have some sort of piece of paper off the actual page so when I try to resize it doesn't do it right because of whatever is off the page and I can't see it. It drives me crazy and I am now under the Shutterfly deadline By the way I am using PSE 2019.
