I've never done it, but it wouldn't be hard. Insert picture/sentiment/whatever. Print. Adhere to card.

You would just have to either make a square card or crop t to you dimensions. I wouldn't resize it as that will cause the image to go all wonky...

Brag book pages would work real well for a card.

The link above has samples. I mostly use Brag Book pages for this and I prefer to use regular cardstock for the card base and just adhere the printed brag book page to the front of the card. It's all explained in that blog post. It's soooo easy!! Let me know if you have any questions.
