Looks like that is an add on to the flash on your camera that bounces it up, like what you do with an external flash. Yes this could help some but you still don't have the option of the angle and if you try to shoot in portrait orientation it definitely won't help you! I used to use a diffuser on my pop up flash that helped a bunch (not so harsh flash from camera) but stopped once I got my external bounce flash.
