It's not a REAL bylaw, just sort of an understood one ROFL You'll see families all over with pics in their homes of their kids in front of bluebonnets. And in the spring, along highways and embankments and parks, everywhere there are bluebonnets, you'll see people gathered, photographing their families in the bluebonnets.
