I can't get the virtual photographer plugin to install!!

I'm using PSE 5...

I installed it exactly how the website says. I've put the whole folder in the plugins folder and in the filters folder. I've tried putting just the 8bf file into both of those. Nothing works. I restarted my computer and still it's not showing up. What's wrong?
