treat toppers?

I cannot, for the life of me, figure out first of all, what size to create these (for a standard zip-loc snack baggie)? And then, why is it when I print what I think is a smaller size, it prints on the entire 8.5x11 page?
Anyone have any tips for a first time hybrid newbie?? :unsure:
 
I used little treat bags from the dollar store, so I just took a ruler and measured the width (which was 4"). Then for the height, I made it 4", so when folded over, there would be 2" on either side of the bag.

So, I made a small 4x4" document on PS, scrapped my treat toppers, flattened the layers, then dragged several copies of them onto a bigger blank 8.5x11 inch document, then printed.
